I know people are frustrated, but crown gifting benefits ZOS because people who otherwise wouldn't buy crowns are getting crowns bought on their behalf. Which means more money for ZOS. The fact that this bug is persisting tells me that it's a serious bug, not that ZOS is purposefully ignoring the problem or shifting it to the side.
